Director of Local Policy

Public Health Advocates works with California communities to establish policies, systems, and norms that promote health and racial justice.  We use state and local data, media advocacy, policy maker education, grassroots organizing, and partnership building to rally support for innovative reforms to help communities become places that nurture physical, social, and emotional wellbeing. Over the past 25 years, we have helped 200 California cities enact more than 600 local policies. At the state level, we led the campaigns to get soda and junk food out of public schools, fund elementary school physical education, prevent childhood trauma, restrict allowable police use of force, and fund local alternative policing models.

Public Health Advocates seeks a dynamic leader who can build upon the current successes of our local policy and advocacy work in San Joaquin County (SJC) Strong applicants will have a track record of staff supervision, team building, policy and advocacy, program and grant development. Knowledge of the intersection of health and city planning is a plus.

PROGRAM DESCRIPTIONS

Within Our REACH is a project funded by the Centers for Disease Control and Prevention. It serves African American residents living in low-income census tracts in Stockton. Its prime strategy is advancing policy, systems and environmental change within  African American churches, community-based organizations, and in the City of Stockton’s General Plan. The CDC has recognized Stockton’s Within Our REACH as one of its top programs.

Our Neighborhood Change Champions (NCC) project is funded by the Office of Minority Health. NCC is a youth-driven advocacy program that works to create policy interventions to reduce health disparities and improve health outcomes in the ten targeted census tracts in San Joaquin County.

Our Thriving Climate Communities (TCC) program is funded through grants awarded by the California Strategic Growth Council. TCC joins coalitions across Stockton and San Joaquin County to empower local residents to become climate leaders. These leaders actively engage their communities to promote climate justice and ensure that cities adhere to their climate action plans.

RESPONSIBILITIES

The Director of Local Policy oversees the operations of the Stockton office, oversees Public Health Advocates’ SJC based programs, supervises staff and leads the development and implementation of communication, evaluation and community action plans. The Director of Local Policy will lead the research and preparation of funding proposals to expand programs. The Director of Local Policy reports to the Chief Program Officer.

  • Supervise site staff and operations
  • Serve as the primary contact with program funders
  • Participation in strategic coalitions and develop strategic partnerships
  • Development of programs and oversee their implementation
  • Manage program budgets
  • Manage and oversee external contracts
  • Lead community steering committee and Equity Advisory Group and serve as liaison between the organizations and partners involved in the project
  • Lead sustainability planning and implementation, including identifying and developing new funding opportunities
  • Perform other duties as assigned

QUALIFICATIONS

  • BA/BS. MPH or MPA preferred
  • 8+ years of experience in local policy development, community outreach/organizing and leadership of strategic advocacy campaigns
  • Strong leadership skills
  • Strong interpersonal skills to build and maintain relationships
  • Strong verbal and written communication skills
  • Experience with grant writing and reporting
  • Strong community engagement experience

POSITION DETAILS

  • This is a full-time exempt position in Stockton, CA
  • Eligible for full health benefits available to spouses, domestic partners and dependents
  • Salary range: $100k – $113k depending on relevant experience
